A partnership to fight poverty is born
In an act President Juan Manuel Santos called “unprecedented,” three Colombian departments joined forces with the National Government to fight poverty directly. The partnership, known as the Gran Darien contract plan, will keep 25 mayors and the governors of Antioquia, Sergio Fajardo, Córdoba, Alejandro Lyons and Chocó, Luis Gilberto Murillo, in touch with each other and they, in turn, will coordinate with the National Planning Department director, Mauricio Santa Maria.
One billion pesos is at the disposal of 25 municipalities, whose mayors must make proposals that are in line with pre-established priorities like social development, housing and public services, productive development, infrastructure and connectivity.
“This is what development is about,” Mr. Santos said, “and it’s what Prosperity for All (The National Development Plan 2010-2014) is about, so that resources reach those who need them the most and there is more equitable distribution of development.” A contract plan is a tool outlined within the National Development Plan

We must as citizens (concerned citizens) provide oversight to our local government bodies. They can’t be trusted to oversee themselves. We all can be of help….engaging public officials in public meetings…involve the youth and students….organize peaceful public protests….unless we see transparency and fairness, unrest will prevail…we, as CONCERNED CITIZENS, must do more to help or seek help for the poor……Civilian oversight can also be seen as consistent with democracy.
