Nobody can refuse blood alcohol tests

Supporters applauded the approval of a law that penalizes drivers who get behind the wheel even with a low blood alcohol level, between 20 and 39 mg, and makes it mandatory for all drivers to take a blood alcohol test when required by authorities.

Senator Juan Lozano explained that this move reinstates the criterion of zero tolerance towards anyone who drives even after just one drink. Nobody, no matter their status or checkbook, can refuse a blood alcohol test.

Peña turns to Naranjo for security advice

Defeating drug trafficking, the main scourge of Mexico’s destabilized society, is the biggest challenge ahead for whoever is elected president of that country.

This realization is what prompted Institutional Revolutionary Party candidate, Enrique Peña Nieto, to ask former director of the Colombian National Police, General Oscar Naranjo, to serve as his security adviser, a wise move on Peña’s part that could easily tip the scale in his favor. Naranjo said, however, that he will not participate in politics.

Mayor suggests an observation group

The Mayor of Medellín, Anibal Gaviria, and the Governor of Antioquia, Sergio Fajardo, both know that a city generates development and that, in order to do so, it must have clear and well-defined policies.

With this is mind, Gaviria suggested creating an observation group for public policies, habitat and housing during his speech at the National Urban Forum in Medellín. “Housing and habitat are an opportunity for inclusion for the most vulnerable,” the Mayor said, adding that the definition of public policies is key in the search for solutions to social issues; “without public policies and public goods it won’t be possible to face society’s problems”.

Meanwhile the executive director of the United Nations’ Human Settlement Programme (UN-Habitat), Joan Clos, pointed out that a city is made “by human beings for human beings, and we can’t forget that it is the fruit of a collective effort. A city, Clos pointed out, “must be well designed in order to generate development.”
